Executive Partner, Kesarev
Evgeny has more than 25 years of experience in regulatory and public affairs, crisis management in Russia and CIS. Prior to joining Kesarev as a partner in 2004, Evgeny worked in the State Duma and served as a senior advisor on political planning for the United Russia party.
In Kesarev, Evgeny focuses on strategic consulting for foreign businesses and largest national companies in Russia and post-Soviet countries on regulatory and political risks, control of foreign investments, antitrust regulation, and tax issues.
Evgeny holds degrees in law, history and political science from Vologda State Pedagogical University. Additionally, he studied at the Graduate Institute of International and Development Studies (Geneva) and Pericles Law School. He also provides a course on Public Affairs at the Higher School of Economics (Moscow) Law and Social Sciences Faculties.
