The Government of the Russian Federation has adopted Decree No. 577 of 25 June 2016 "On approval of the rules on granting of the right to perform the functions of a permanent arbitral institution and of the regulation on depositing of the rules of a permanent arbitral institution". In order for an arbitral institution to be able to administer arbitration, the non-profit organization under which it was created must obtain authorization from the Russian Government. Such authorization will be granted on the basis of a recommendation of the Council for the development of arbitration.
Once the arbitral institution obtained the permission to perform the functions of a permanent arbitral institution, it should deposit its arbitration rules in the RF Ministry of Justice, publish it on its website and give a notice to the RF Ministry of Justice of publishing the deposited rules.
Moreover, the RF Ministry of Justice has specified that one third of arbitrators of a permanent arbitral institution should have Russian PhD in the following areas of specialization:
